Return error code if CETAF triple store is not available

Description

Until now, a message CETAF Triple Store not available. Please contact biodiversitydata@bo.berlin. is returned if the CETAF triple store is not available since it is the most critical endpoint for the BP's LOD discovery. However, since listed QIDs are cached, it may happen that an error page is stored for a certain collector. In order to address this problem, in addition to the message, an error code 404 should be returned to prevent these pages from being cached.
